Environmental Site Assessments (ESA's)

Environmental Site Assessments are typically conducted prior to purchasing or financing to determine if any current or prior use of the property or surrounding properties has impacted the property. There are specific standards required for conducting environmental assessments. A property owner can significantly reduce their liability by conducting "all appropriate inquiry" as defined by law prior to purchase.

Transaction Screen Analysis

Typical Turn-around Time: 1 week

A Transaction Screen Analysis is a relatively quick, low cost method of determining potential environmental concerns related to a property. It is typically used on properties where the history is known and no CERCLA liability is suspected. It does NOT meet the criteria for " all appropriate inquiry" and therefore provides no landowner liability protections under CERCLA. It consists of a questionnaire of property owners and occupants, an observation of current site conditions, and limited research of specific readily available government and historical records. Finding of any potential environmental concerns would lead to conducting a Phase I inquiry.

 

Phase I

Typical Turn-around Time: 3 weeks

A Phase I Environmental Site Assessment is typically used to satisfy the CERCLA requirements for " all appropriate inquiry". The scope of the Phase I may be increased at the discretion of the report User and will be determined prior to starting the project. ESI completes all Phase I ESAs in accordance with ASTM Standard E-1527-05 and will minimally include a site visit, a government records review, interviews, historical record review, physical setting review and documentation of potential recognized environmental conditions and their expected impact on the property. A Phase I will not include any sampling.

 

Phase II

 

A Phase II may be required when more information about the impact of a recognized environmental condition identified during a Phase I is needed. The scope can vary widely depending on the nature of the finding and may include soil, groundwater, air or building material sampling.
